Converts the LayoutType value to the respective System.Boolean value.

System.Object	parameter	An optional parameter to be used in the converter logic.
System.Globalization.CultureInfo	language	The language of the conversion.

Type	Description
System.Object	If the `value` and the `parameter` are not null and equal, returns true. By default false is returned.

Modifies the source data before passing it to the target for display in the UI.

Converts the System.Boolean value to the respective LayoutType value.
