Enum FileManagerWebMcpToolCommand

PascalCase enum + JSON-string discriminator between the 17 built-in FileManager tools and the Custom developer-authored discriminator. The EnumMember value is the canonical camel-case tool name stored in the catalog — the dispatcher uses it to map a user-supplied rename back to the built-in handler.
